Blackgate & Horseshoe Bend Road, Torquay

The intersection of Blackgate Road & Horseshoe Bend Road, Torquay has been identified as an issue in Surf Coast Shire. Traffic on both roads has increased significantly in recent years. Horseshoe Bend Road is currently misaligned when meeting Blackgate Road and Council have engaged HEC for design to realign Horseshoe Bend Road and for a compact roundabout to be installed at the new crossroads intersection.

Trafficable mounts deterring speed have been requested and the relocation of a major power station need to be considered also.

This project is still in design phase with HEC on target to deliver documentation on time and within budget.

The Ridgeline Trail Shared Path

Surf Coast Shire engaged HEC to survey and design 4 locations for path upgrades in the  Bellbrae/Jan Juc region. This forms part of Councils larger project called the Ridgeline Trail which will be a more formal shared pathway connecting Bellbrae, Jan Juc & Torquay. 

HEC scope included:

- An asphalt shared path connection of approx. 1,100m long.

- Appropriate delineation/signage where the shared path intersects and crossed Cemetary Road for pedestrian and cyclist safety.

- A pathway connection between a Bellbrae bus stop and existing path for improved accessibility for cyclists & pedestrians.

- A new driveway connection directly to Great Ocean Road for a residential property that is currently using the shared path for vehicular access to their property, with safety delineation & signage on the path for pedestrian & cyclist safety.

HEC quoted to provide detailed feature & level survey, preliminary designs and final detailed designs including engineers cost estimate, bill of quantities & technical specifications. This project is ongoing as of Feb 2026.
